Li Zhaohu: Agricultural power and high-quality development of cotton production
At the 2023 China International Cotton Conference held on June 15, Li Zhaohu, president and professor of Huazhong Agricultural University, delivered a speech entitled “Agricultural Power and High Quality of Cotton Production font>Development”, which elaborated and analyzed the two aspects of agricultural power with Chinese characteristics and high-quality development of cotton.
Li Zhaohu proposed that the 20th National Congress of the Communist Party of China planned to achieve a prosperous, democratic, civilized, harmonious and beautiful modern socialist country by 2050, which has far-reaching and extensive significance for the development of our industry. He pointed out that in general, my country’s agriculture is large but not strong, and its rural areas are vast but not rich. There is a large gap between China and the world’s agricultural powers. It is at a critical stage of “climbing and overcoming obstacles” in building an agricultural power. We must fully realize that my country’s agricultural power is The construction is arduous and long-term and must be advanced in a down-to-earth and orderly manner.
When talking about the current development status of my country’s cotton industry, Li Zhaohu believes that my country’s current cotton production level is steadily improving, and the level of self-sufficiency is generally stable. However, affected by factors such as high labor costs, rising prices of agricultural inputs, declining comparative benefits, and fluctuations in international cotton prices, the overall cotton planting area is on a downward trend, and cotton production layout is accelerating to concentrate in Xinjiang.
Regarding how to promote the high-quality development of the cotton industry, Li Zhaohu put forward some thoughts: First, the development goals. During the “14th Five-Year Plan” period, my country’s cotton planting area should reach about 48 million acres, and the output should be stable at about 5.9 million tons, of which Xinjiang’s cotton output is more than 5 million tons, and high-quality cotton accounts for about 45%. The second is to improve and ensure the supply of supporting policies. In the future, the target price subsidy policy will be further stabilized to promote the transformation of cotton production from quantity growth to quality and efficiency. The third is to improve the layout and construction of cotton production and moderately resume cotton production in the cotton areas of the Yellow River Basin and Yangtze River Basin. The fourth is to strengthen infrastructure construction and improve the comprehensive production capacity and ability to withstand natural disasters in cotton fields. The fifth is to strengthen technological innovation and promote standardized production. The sixth is to improve the level of industrialization development, promote industrial integration, and create the “Chinese Cotton” brand.
