Türkiye makes final anti-circumvention ruling on Chinese fiber fabrics
On August 26, 2021, the Turkish Ministry of Trade issued Announcement No. 2021/41 to counter-circumvent synthetic long fiber fabrics and synthetic and man-made short fiber fabrics originating in China The final ruling was that the products involved in the case originating in China were imported to Turkey through Spain, Italy, and Germany to avoid anti-dumping measures. On February 13, 2002, Turkey began to impose anti-dumping duties on synthetic long fiber fabrics (tax code 54.07) from China, South Korea, Malaysia, Thailand, and Taiwan. On February 15, 2001, Turkey began to impose anti-dumping duties on Chinese synthetic and man-made staple fiber fabrics (tax numbers 55.13, 55.14, 55.15 and 55.16) (see Announcement No. 2001/2). On December 31, 2018, Turkey extended the anti-dumping duties on Chinese synthetic and man-made staple fiber fabrics for the third time, with a tax rate of 44.0% and a validity period of 5 years (see Announcement No. 2019/4).
On June 26, 2020, the Turkish Ministry of Trade issued Announcement No. 2020/14, which regulates synthetic long fiber fabrics and synthetic and man-made short fibers originating in China. Fabric initiated an anti-circumvention investigation to examine whether the products involved originating in China were imported to Turkey through Spain, Italy and Germany to circumvent anti-dumping measures.
